			<content:encoded><![CDATA[<p>Now that members of the public are coming out about possible dangers of the practice, hydraulic fracturing (also known as "fracking") has become a hot-button issues... and just in time to make a splash during campaign season. After watching <a href="http://www.gaslandthemovie.com/">Gasland</a> in 2010, I began researching the technique and decided it was prudent to contact State Rep. Tom Craddick (R-Midland) regarding his thoughts on the matter. Craddick is a member of of the Texas Energy Resources committee, and as such he helps develop state-level policy regarding the regulation of hydraulic fracturing. This is a letter I wrote to Rep. Craddick in 2010. I still haven't heard back from him. Guess it got lost in the mail? Anyhow, hope you enjoy my ranting...</p>

<p>As a life-long citizen of West Texas, I'm concerned that our legislative representatives may be sacrificing the well-being of their constituency largely in exchange for a quick dollar. I refer particularly to sections 322 &amp; 323 of the Energy Policy Act of 2005, otherwise known as the "Halliburton Loophole". While I assume you're familiar with the legislation given your business connections with the oil industry, these sections essentially absolve oil &amp; natural gas companies (herein referred to as "Big Oil" for the sake of brevity) of all responsibility for negligence when dealing with dangerous exploration techniques such as hydraulic fracturing (colloquially known as "fracking").</p>
<p>Most of my concern stems from recent exploration of the Palo Duro Basin's natural gas reserves. As news of water contamination by way of unsafe drilling practices comes in from Wyoming, Colorado, New York &amp; other states, many of the citizens YOU REPRESENT are concerned that our drinking water may be in danger. If they're not, they should be. The Palo Duro Basin shares geographic space with the Ogallala Aquifer, a primary source of water in this area.</p>
<p>While I'm hardly an authority figure on drilling practices or geology, I understand the hydraulic fracturing process consists of shooting pressurized chemicals (some toxic, as evidenced by warnings on drilling sites) into rock formations. This causes a fracture in the rock &amp; releases the natural gas these companies are after. In doing so, residual chemicals from "produced water" (a PR-friendly name for the noxious liquid used in fracking) leak back into the ground, often contaminating private water wells to the extent that the water is flamable. If you're having a hard time believing this, feel free to pull up Youtube.com &amp; do a quick search for "flamable water". It doesn't take an Ivy League education to see that this phenomenon is extremely dangerous. Dealing with potentially explosive houses &amp; illness from the poison introduced, citizens affected by the negligent drilling are left with no path of recourse when dealing with Big Oil. Consider it a David vs. Goliath affair, except David has his hands binded and Goliath has resorted to chemical warfare.</p>
<p>Given these stories of devastation brought on by these horrendously unsafe practices, I implore you to do all in your power to implement proper safety practices regarding hydraulic fracturing. Poisoning the land &amp; water supply of Texas should never be a viable option...  no matter how much tax revenue it generates. Best of luck during this upcoming round of elections, and understand that your constituents (and even random guys in Lubbock) are depending on you to do what's right.</p>
